School Comprehensive Educational Plans (SCEP)

Improvement planning is a crucial part of the school and district enhancement process. It's important for schools and districts to regularly evaluate the effectiveness of their initiatives and decide on the best course of action based on their current situations.

School Comprehensive Education Plan (SCEP)
The School Comprehensive Education Plan (SCEP) is the tool developed by the Department to support schools in planning and organizing their improvement efforts in the upcoming year.  Any school that is supported through the Comprehensive Support and Improvement (CSI) support model, the Additional Targeted Support and Improvement (ATSI) support model, or the Targeted Support and Improvement (TSI) support model will be required to work with stakeholders to develop an SCEP for the upcoming school year. 

Lockport City School District's Designations
In early 2024, the district received notice that Lockport High School (including Lockport High School West) was added to NYSED’s list of targeted districts. LHS/LHSW has been designated a TSI school (a school in need of Targeted Support and Improvement) due to subgroup performance of Hispanic/Latino students over time.

Additionally, Emmet Belknap Intermediate School was designated a TSI - Targeted Support and Improvement school in 2020-21 and has failed to show improvement for the subgroup identified. EB is now an ATSI school - a school in need of Additional Targeted Support and Improvement. EB was designated based on sub group performance of African American students.

We are clear that these designation are serious. Plans are prepared and in place for improvement in all three schools.
